Our invention is an improvement on the hoop-lock cutter for which Letters Patent were granted to Theodore Conklin April 5, 1870, No. 101,436, and I hereby disclaim the construction therein shown and described. The improvement relates mainly to the arrangement or mode of pivoting the two levers which carry the cutters, not only as respects their mutual functional relations, but their connection with the bed-plate and other parts of the device.
