Description:
The patent is a modification and refinement of an earlier double-end reversible ratchet. The modification is in the pawls and connecting springs. The specifications claim the earlier version was arranged so that if one end ratcheted "forward," the other was "reverse." The modifications make both ends "forward" or "reverse."

A known example citing this patent also cites the Aug 28, 1883 Miller ratchet patent (no. 283,801).
