Description:
The tool combines screwdriver, open end wrench, and adjustable hook spanner. It is intended for use with circular lock-nuts such as those used on bicycle crank bearings. The hook spanner adjusts by a thumbscrew. One corresponding wrench with this patent date appears in a ca. 1900 AMERICAN BICYCLE COMPANY bicycle supplies catalog, and variations of the spanner appear on bicycle wrenches of that era.

Schrader advertised and produced adjustable combination wrenches with hook spanner marked with this patent date and Feb. 20, 1900 (patent no. 644,033). So it is logical to infer Schrader produced the whole range.
