The 1867 San Francisco Directory lists this inventor, Theodore A. Goff, as a machinist with the San Francisco & San Jose Rail Road Co. In the 1868 directory he is an engineer for the same railroad. He disappears from the record after that. The 1869-01-22 Engineering journal has an illustrated writeup on this invention (see link).
