Description:
Tightening the bolt draws the outer plates together. This motion clamps the inner jaws onto the axle nut, while wedging the lower ends of the outer plates against the inner faces of the wheel hub. This locks the wheel to the axle nut so that the wheel and nut are turned together.

A known example is marked only with the patent date.
