We have seen this patent listed as the earliest technology patent, although it is not clear whether it is an invention that is being protected, or a business model; in addition the Bulmer patent GB-158,800,001 iron slitting machine surely qualifies and is nearly two decades earlier.

"A priviledge graunted to Aaron Rapburne, gent., & Roger Burges, for terms of xxi yeares next, of the sold making, describing, carving, & graving in copper, brasse, or other metall, all such and soe manie mappes, plotts, or descripeons of Lond. Westm., Bristoll, Norwich, Canterbury, Bath, Oxford, & Cambridge, and the towne & castle of Windsor, & to imprint and sett forth and sell the same."
