Pliers with hammer poll and parallel action side jaws designed to manipulate the cross links on "WEED" type tire chains and similar chain structures comprised of bent wire.

Two pages of drawings in the patent are devoted to detailed examples of such manipulations, along with most of the details in the specifications.

A known example is marked with patent dates for BERNARD patents relating to the handle form, etc., but not this patent.
