The 1884-06-21 Scientific American has a brief note on this invention:

"A counter shaft has been patented by Mr. De Witt C. Cumings, of Carthage, Pa. (sic) The invention covers improvements, including an independent short shaft in line with the counter shaft, intended to secure a perfect and permanent alignment of the shaft in its bearings, to do away with the ordinary loose pulley, and to provide means for the better lubrication of the bearings."
