Starrett Co., maker of machinist tools. The mechanism operates as you would expect in RH, LH & fixed modes which are set by rotating the body tube. It was made with a spindle locking ring at the end of the tube (similar to the YANKEE spiral-ratchet drivers) which is intended to lock the spindle in the closed position.
