Description:
This is wildly original design, with several unusual features. The Welsh Patent gage abandons the traditional "bar with sliding head" design in favor of a pair of sliding blocks.

The design of this gage provides three different gaging surfaces, and has the unique property of being able to set up a mortise and marking point to the same distance with a single setting (the utility of this is beyond me, but it's interesting).

The patent drawing shows the tool with a level vial in the side, but I do not believe they were ever produced that way.
