| Description: |  | The patent adds a wire cutter to Bernard's May 6, 1890 open throat parallel jaw pliers patent (no. 427,220) -- see also Canadian patent CA-35,834 granted Jan. 20, 1891 which has more detail on the basic idea of forming pliers from sheet metal stampings, and German patent DE-67544, which supplies Bernard's full name. 
In 1893 and 1901, versions of this pliers with rubber coated handles were advertised in hardware trade journals. This patent is referenced on the ELM CITY No. 10 STAPLE PULLING PLIERS. |  |
